Major James A. Sall
Major James A. Sall, Jail Administrator, is a 1987 graduate of Martins Ferry High School. He graduated from West Liberty State College in 1992 with a Bachelor’s Degree in Criminal Justice. He successfully completed the Ohio Peace Officer Training Academy at Belmont Technical College and graduated in October of 1992.
Major Sall was sworn in as a Reserve Deputy in 1991, while completing his college internship with the Sheriff’s Office. He was subsequently hired as summer help and continued as a Reserve Deputy with the Sheriff’s Office until 2017.
Major Sall was hired in May of 1994 by the Ohio Department of Rehabilitation and Correction as a Correctional Program Specialist. During his ODRC career, he served on the Special Response Team (SRT), he was trained and served as a Crisis Negotiator and ADA coordinator, and was an American Correctional Association-trained Auditor.
James held several jobs throughout his career, including Correction Specialist, Investigator, Unit Management Administrator, Social Work Supervisor and Mental Health Administrator. In 2009, he became an Ohio Licensed Social Worker (LSW), which he still maintains today. Major Sall retired from ODRC on April 3, 2026, after almost 33 years of service with the State of Ohio.
